Confuddlement over escaping in authenticate.c

I've been poking around the 2.5-PRE code to see if I could figure
out weather or not URL escaping in authenticate.c had taken place.

Now, it may just be that today I'm a bit braindead (it is a Monday
afterall), or it could just be that I'm permanently braindead, but
I can't seem to work out if its been slipped in or not.

Can someone clarify this for me? I've got Alfred port-creation and
other goo to wade through that depends on this :-)
