ETag status

To answer Dougs question on IRC.

The available description of the ETag patch is at devel.squid-cache.org.
It has been sitting there for quite some time, and not very much has
happened.

It didn't get forward-ported as there was some disagreement on how ETag
should be handled. I.e. should it be done 'quick'n dirty' like the ETag
patch does layering the ETag index ontop of the current store API, or
should the store API be rewamped to support ETag proper?
