hierarchy_stoplist useless ?

I have a problem with hierarchy_stoplist and am hoping that someone
can help me. (I'm using squid-1.1.beta7)

We have a large inTRAnet splitted into several countries. Some
of our users would like to get html documents from servers located
in other countries. These servers are accessible per pinging
to their IP-addresses, but they have no name in our internal DNS
since this DNS covers only one country (Austria).

If you configure your browser to not use proxy-servers and you write
say:

  http://132.10.1.2/

you get this page, but when you enable proxy, this doesn't work since
all requests which are not in our local domain(s) are forwarded to
out internet server.

Now i tried to configure a hierarchy_stoplist and wrote

  hierarchy_stoplist //132

into squid.conf. But squid tries to get the document from the internet
servers again.

Any comments or tips?
