Sounds reasonable.
The goal is to keep each L2 directory in a reasonable size, while not
using to many directories. Each L2 directory is populated with at most
L2 files.
To keep good search times a directory-file should not be larger than a
few blocks ("ls -ls" in a L1 directory). And in order to require as
little memory as possible for directry caches each directory block
should be almost full.
