Can't chance fd limit (kernel 2.2.10)

Hi,

I need to increase the limit of fd, but when I try ulimit -HSn (any
value bigger than 1024) I get
ulimit: cannot raise limit: Operation not permitted
Thus 2.2.10 need a patch?

Any suggestions?
