Blocked URL Feedback to User - Howto?

We use squid to limit employee access to unsavory web sites. Is there a way
to tell a user why their request was denied - in terms of what ACL fired to
cut him off. Ideally, the denying rule could be optionally incorporated in
the ERR_ACCESS_DENIED html file as a %A for the ACL name and %a for the
specific matching pattern.
