You probably do not want a netmaks there... netmasks is used for
specifying whole networks, not individual IP addresses.

Looks like your Squid binary does not have support delay pools enabled.
You need to recompile Squid with support for delay pools enabled (see
./configure --help)

See visible_hostname.
