[squid-users] delay pools testing

Hi friends,

i tried to download a file from a website using slow
access on a maching and fast access on another
machine.
i defined slow and fast access using delay pools

delay_pools 2
delay_class 1 1
delay_class 2 1
delay_parameter 1 1000/1000
delay_parameter 2 8000/8000
delay_access 1 slow_users
delay_access 1 deny all
delay_access 2 fast_users
delay_access 2 slow_users

but download on slower access was much faster than
fast access machine.
can anyone plz explain the reason.
is there any program, which can track the downloads on
2 different machines.

please guide me how can i test the speed of accesses
using delay pools
