This is how it always operates.

Or more likely that the tests you performed did not allow the use of
cached objects.

1. Clear your browser cache before testing caching.

2. DO NOT use the reload button. The reload buttin will force a
revalidation with the origin server no matter if the object is cached or
not.

3. To test if content is cached, browse a few sites you know can be
cached (see the cachability test engine) then clear your browser cache and
visit the same sites again (or use two computers, both starting with a
cleared browser cache).
