 'not working' is an awfull concept in the complex IT area of
the past Millenium ages :

 Clarify , items interesting :

    - squid version ?
    - os/platform/version ?
    - which errors are, seen , what was tried ?
    - cache.log entries, e.d,
    - and so on...
