"Connection refused" errors is by definition not Squid.. it's the site
or network refusing to accept TCP/IP connections from you for some
reason..

The only case when it's Squid related is if you are behind a firewall
and must use a parent but forgot to tell Squid about the firewall and
only told Squid about the parent. See FAQ.
