I tried.

It is possible to compile and run Squid 1.2beta on NT using Cygnus
GNU-Win32 b19.2, but the performance seems to be very poor. I can only
do very limited testing since I loose most of my tools when I reboot
into NT (I only have one usable machine), so your results may be
different.
