The problem is that Squid is not a Win32 application and depends heavily
on UNIX emulation in cygwin32. If I am not mistaken MingWin32 is a
replacement when you want to write a pure Win32 application without the
UNIX support (for a pure Win32 application the UNIX support is pure
overhead garbage).
